True copies of the two speeches, spoken before the bar of the House of Lords; the first by George Kelley, Esq; the second by the Lord Bishop of Rochester, against the bills then depending to inflict pains and penalties on them. To which is added, the protests of those lords, who voted against the said bills; with all their names subscrib'd. Also the Duke of Wharton's single protest, in defence of the Lord Bishop of Rochester.
