The inscription is derived from Butler's Hudibras, Part 1 Canto 3:
Bel & the Dragon's Chaplins were,
More Moderate than you by far:
For they poor Knaves were glad to cheat,
To get their wives and children meat,
But you'l Sir not be fobb'd off so,
You will have meat and money too.
Sure you must from your Primitive
And Heathen Priesthood, this Derive,
When Butchers were the only clerks,
Elders & Presbyters of Kirks;
